How to Dispute a Parking Fine in WA (2026)
Western Australia reviews parking infringements at the local council level — there's no single state-wide portal. Each council has discretion under the Fines, Penalties and Infringement Notices Enforcement Act 1994, so the review process and the page you need differ depending on which council issued your fine.
Valid grounds for review
Western Australia recognises the following as grounds to ask the issuing local council, at the discretion of an authorised officer to review your fine, under Fines, Penalties and Infringement Notices Enforcement Act 1994 (WA).
Walking to/from the meter to buy a ticket
a valid ticket was purchased but not properly displayed (e.g. it fell, was upside down, or was taken by mistake) — producing the valid ticket supports withdrawal
Nearest meter was broken or out of order
the parking meter or ticket machine relied on was not functioning
Compassionate or emergency grounds
a documented vehicle breakdown (towage or mechanical repair receipt) or a medical emergency involving the driver or a passenger
Signage was obscured or missing
the parking was authorised at the time by a police officer or ranger, or required signage was missing or unclear
Technical or administrative error on the ticket
the notice contains a factual error — incorrect vehicle, location, date, or restriction described
First-time leniency request
the circumstances and the person's record support the issuing officer exercising discretion to withdraw the notice
No real chance to see or comply with the restriction
there was no reasonable opportunity to see or comply with the parking restriction at the time
I wasn't the owner or driver at the time
the person given the notice was not the owner or driver of the vehicle at the time of the alleged offence
Valid permit or pass held, but not displayed properly
a valid permit or pass was held at the time but not properly displayed — producing the valid permit supports withdrawal
Loading or unloading at the time
the vehicle was stopped briefly for genuine loading or unloading at the time
A road closure or diversion forced the parking
an unforeseen road closure or diversion led to the vehicle being parked as described
Valid ticket bought, but it fell, faded, or the machine failed
a valid ticket was purchased but was lost, damaged, or not dispensed correctly by the machine

Common questions
Where do I actually submit my review in WA?
On your issuing council's own website — there's no central WA state portal for this. Search "[council name] infringement review" or check the notice for a direct link.
What if I displayed a ticket but it wasn't visible?
That's a genuinely common, valid ground in WA — producing the ticket you actually purchased is usually enough to support withdrawal.
