Valid grounds for review

Queensland recognises the following as grounds to ask the issuing council (e.g. Brisbane City Council) or Queensland Police to review your fine, under State Penalties Enforcement Act 1999 (Qld).

How to submit your review

Lodge your review request within 28 days of the notice being issued, before it can be referred to SPER for enforcement.

Common questions

Who actually reviews my fine — the council or the state government?

It depends who issued it. A council parking ranger's fine is reviewed by that council; a police-issued fine goes to Queensland Police. Check the issuer printed on your notice.

What is SPER and why does it matter?

SPER (State Penalties Enforcement Registry) is where unpaid, unreviewed fines end up — once a fine is referred there, options narrow and extra costs can apply. Submitting your review within the 28-day window avoids that.

Can inability to pay be a ground for review?

Not on its own — Queensland's guidance is explicit that financial hardship isn't itself a valid review ground, though it can be raised separately once a fine reaches SPER, through a payment plan.
