How to Dispute a Parking Fine in ACT (2026)
The ACT handles parking fine disputes through Access Canberra, under the Road Transport (General) Act's Withdrawal of Infringement Notices Guidelines — with two distinct options: applying for a straight withdrawal, or formally disputing liability.
Valid grounds for review
the Australian Capital Territory recognises the following as grounds to ask Access Canberra to review your fine, under Road Transport (General) Act 1999 (ACT) — Withdrawal of Infringement Notices Guidelines.
Compassionate or emergency grounds
a genuine emergency, or a vehicle mechanical fault, at the time of the offence
Walking to/from the meter to buy a ticket
evidence that a valid permit or ticket was held at the time (e.g. it wasn't displayed correctly)
Nearest meter was broken or out of order
the parking meter or ticket machine relied on was not functioning
Signage was obscured or missing
required signage was missing or unclear at the location
Technical or administrative error on the ticket
the notice contains a factual error in the vehicle, location, or restriction described
First-time leniency request
a clean driving and parking record over the previous five years, considered together with the circumstances
No real chance to see or comply with the restriction
there was no reasonable opportunity to see or comply with the restriction at the time
I wasn't the owner or driver at the time
the person given the notice was not the owner or driver of the vehicle at the time of the offence
Valid permit or pass held, but not displayed properly
a valid permit or ticket was held at the time but wasn't displayed correctly
Loading or unloading at the time
the vehicle was stopped briefly for genuine loading or unloading at the time
A road closure or diversion forced the parking
an unforeseen road closure or diversion led to the vehicle being parked as described
Valid ticket bought, but it fell, faded, or the machine failed
a valid ticket was purchased but was lost, damaged, or not dispensed correctly by the machine

Common questions
What's the difference between "withdrawal" and "disputing liability"?
Withdrawal asks Access Canberra to use its discretion to cancel the notice (for example, a clean five-year record). Disputing liability argues the offence itself didn't happen as described. Choose based on which actually matches your situation.
Does a clean driving record actually help in the ACT?
Yes — it's an explicitly recognised factor in the ACT's own guidelines, considered together with the circumstances of the offence.
What's the deadline?
28 days from the notice date to pay, or to apply for withdrawal or dispute liability.
